Appoint Steve Shorr as Your Covered California Agent
You may appoint Steve Shorr as your Covered California Certified Insurance Agent. Covered California calls this adding a delegated enroller. Once the appointment is completed, Steve can help with your application, eligibility, financial assistance, plan selection, enrollment, changes and renewal.
There is no additional charge for Steve’s assistance. The insurance company pays the agent when compensation is available. Your premium is not increased because Steve is appointed as your agent.

The Fastest Way to Appoint Steve
Covered California’s Accelerated Consumer Delegation Consent process allows Steve to request your appointment through his Certified Insurance Agent account. Covered California then verifies the appointment by sending a one-time code to your cellphone.
- Email Steve your written authorization. The blue button above automatically places suggested authorization language in your email.
- Steve will tell you what identifying information is needed. Sensitive information should be sent through a secure method.
- Steve searches for your Covered California case. The system attempts to match the information provided with an existing application.
- Steve coordinates the timing with you. Covered California sends a one-time authentication code to your cellphone.
- Give Steve the code promptly. The code becomes invalid after 15 minutes or when the delegation page is closed.
- Steve confirms the appointment. After successful delegation, your case will appear in Steve’s Covered California account.
Please do not request the code until Steve confirms that he is ready to enter it. This avoids having the code expire before the appointment can be completed.
Information Steve May Need
Under Covered California’s privacy and security requirements, personally identifiable information must be kept secure and confidential. Start by emailing Steve your request for assistance. He will tell you how to provide any sensitive information securely.
Information commonly needed to locate your case includes:
- First and last name.
- Date of birth.
- Home address.
- Cellphone number that can receive a text message.
- Email address associated with the application.
- Covered California case number, if available.
- Name of the household’s primary applicant, if that is someone other than you.
Covered California’s current delegation guide permits an agent to search without entering a Social Security number by using at least one alternative search item: home address, cellphone number or email address. The guide recommends searching by home address.
Protect Your Private Information
Do not send your Covered California username, password or Social Security number through ordinary email. When sensitive documents or identifying information are needed, use Steve’s secure document upload.
Other Ways to Appoint Steve
The accelerated text-message method is usually the simplest, but Covered California provides other appointment methods when a consumer cannot receive the authentication code or the online process does not work.
Call Covered California
Call the Covered California Service Center at 800-300-1506. After authenticating your identity, ask the representative to appoint Steve Shorr as your Certified Insurance Agent.
Use the HBEX 403 Form
You may complete the official HBEX 403 Authorization and Appointment of Representative form. Contact Steve before submitting it so he can help verify that the appropriate sections are completed.
Use Your Online Account
You may also sign in to your Covered California account and use the available local-help or delegated-enroller options to search for Steve Shorr.

Already Have Another Agent?
You may change, remove or limit an agent’s authorization. If another agent is presently attached to your application, Covered California may require that appointment to be removed or changed before Steve can be added.
Contact Steve before making the change so he can help determine the simplest procedure. Depending on your situation, the change may be completed through the accelerated delegation process, your Covered California account, the Service Center or the HBEX 403 form.
Appointing Steve gives him permission to work on your Covered California case. It does not give him your password or permission to use your account login. It also does not prevent you from contacting Covered California or your health insurance company directly.
