County Children’s Health Initiative Program (C-CHIP)
County Children’s Health Initiative Program (C-CHIP) is an existing health insurance program that offers affordable and comprehensive medical, dental, and vision insurance for children age 0-19 who qualify. Namely, Eligibility into the CCHIP program is 266-322% Federal Poverty Level (FPL).
C-CHIP is only available in three counties:

Children eligible for C-CHIP are not eligible for premium assistance with a Covered California plan and must enroll in the CCHIP program in their county or choose to enroll in an unsubsidized Covered California plan.

What is the current status of Funding?
House lawmakers released the plan (PDF) to add just $2.85 billion to CHIP for the first two quarters of next year. Modern Health Care 12.21.2017
46 States and the District of Columbia cover children up to or above 200% of the Federal Poverty Level (FPL), and 24 of these states offer coverage to children in families with income at 250% of the FPL or higher. In certain CA Counties see C-Chip. States may get the CHIP enhanced match for coverage up to 300% of the FPL, which is higher than the Medicaid federal funding matching rate. States that expand coverage above 300% of the FPL get the Medicaid matching rate. States have the option to provide continuous eligibility to children who remain eligible for CHIP.
